Your HashKey Exchange account
is blocked?
On a licensed Hong Kong platform most stuck withdrawals are mechanical, not disciplinary: a Travel Rule name that does not match, an address that changes every time, or a transfer larger than the hot wallet holds. All three are published, and none is a case against you.

Select what matches your situation
The address is correct and nothing happens.
Transfer not completed
The receiving account details could not be verified.
What it means
HashKey Exchange requires the identity name registered at the third-party exchange to be consistent with the name registered here. A mismatch stops the transfer under the Travel Rule.
What HashKey Exchange requires
Matching registered names at both ends, not merely control of both accounts.
Your first step
Check how your name is registered at the other exchange, including middle names and transliteration. That comparison answers most of these cases.

What actually stops a withdrawal here
HashKey Exchange operates under SFC licensing, and its withdrawal rules follow from that framework rather than from a risk engine.
A Travel Rule name mismatch
HashKey Exchange states that the identity name registered at a third-party exchange must be consistent with the name registered here. Where the two differ, the transfer does not complete — regardless of who actually controls both accounts.
A withdrawal address that is not static
The whitelist is a list of withdrawal addresses. HashKey Exchange states that where a wallet's withdrawal address is different each time, it cannot be added to the whitelist.
A withdrawal larger than the hot wallet holds
Under SFC requirements only a small proportion of client assets sits in the hot wallet, so HashKey Exchange states that where a single withdrawal exceeds that balance the platform must first transfer from the customer's cold wallet before meeting the request.
Identity verification that has not been completed
HashKey Exchange states it operates strictly in line with the SFC's user registration and know-your-client requirements, and publishes separate procedures for individual and corporate verification.
A deposit or withdrawal route that changed under the Travel Rule
HashKey Exchange implemented the Travel Rule from 1 January 2024 in line with Hong Kong regulatory requirements, and states that deposit and withdrawal processes with third-party exchanges were adjusted as a result.
The framework itself is published: HashKey Exchange holds a Type 1 licence for dealing in securities and a Type 7 licence for providing automated trading services from the Securities and Futures Commission of Hong Kong.
5 things that will make the situation worse
Do not assume a failed transfer is a compliance freeze
Under the Travel Rule a name mismatch stops the transfer without anything being wrong with either account.
Do not keep generating new receiving addresses
A wallet whose withdrawal address is inconsistent each time cannot be added to the whitelist at all.
Do not resubmit a large withdrawal
Where the amount exceeds the hot wallet balance the platform performs an internal transfer first, and a second request does not change that.
Do not use a name at another exchange that differs from the one here
Consistency between the two registrations is the published requirement, and it is checked rather than assumed.
Do not pay anyone to release a HashKey Exchange withdrawal
Every mechanism on this page is a published rule of a licensed platform. None of them has a third-party route around it.
Your KYC name in the third-party exchange must be consistent with that registered in HashKey Exchange.

What to check first on HashKey Exchange
Compare the registered names at both ends
The Travel Rule requires the name at the third-party exchange to be consistent with the one registered here.
Check whether the address is static
A wallet that produces a different receiving address each time cannot be whitelisted.
Consider the size of the withdrawal
A request larger than the hot wallet balance requires an internal transfer from cold storage before it can be met.
Complete verification through the published flow
Three steps, reachable from the account menu, with separate procedures for individual and corporate accounts.
What HashKey Exchange may ask you for
The requirements follow the SFC framework, and the one that catches people out is not a document at all.
Individual identity verification
HashKey Exchange publishes the procedure as three steps and states submission can take as little as eight minutes.
A consistent registered name at the other exchange
Required for transfers under the Travel Rule, and the commonest reason a transfer does not complete.
A static withdrawal address
The whitelist cannot hold an address that changes with every transaction.
Corporate verification, for a company account
HashKey Exchange publishes a separate corporate procedure from the individual one.
HashKey Exchange publishes a submission time for verification — as little as eight minutes for the three steps — and no review time for a withdrawal held for an internal transfer. This page states the first and leaves the second alone.

When was your account blocked?
What we actually do
Rule out the mechanical causes first
Name mismatch, rotating address, hot-wallet balance. Most of these cases end here without a ticket.

How a name is written at the other exchange decides whether a Travel Rule transfer completes.

Check the route against the current guidelines
The Travel Rule changed how transfers with third-party exchanges work, and the old route is not a fault.
Say when nothing is wrong
An internal cold-wallet transfer is a licensed platform doing its job, and there is no case to open beside it.
The decision is always the exchange's. What we control is that your case reaches it complete, correct and on time.
Frequently asked questions

Most often a Travel Rule name mismatch. Why can't I add my wallet address to the HashKey Exchange whitelist?
HashKey Exchange states that where a wallet's withdrawal address is inconsistent each time, it cannot be added to the whitelist. The whitelist is a list of specific addresses, so a wallet that generates a new one per transaction cannot be listed.

Why is a large HashKey Exchange withdrawal slower than a small one?
