Fake Unblocking Scams and the FBI/IC3 Recovery Warning (2026)

    September 29, 20267 min read

Fake account unblocking scams — the FBI's Internet Crime Complaint Center (IC3) has warned about companies that falsely claim they can recover cryptocurrency lost to scams, for an up-front fee. On the frozen-account side, the scheme has one shape: someone promises to "unblock" your exchange account for a payment, when that decision belongs to the exchange. This guide explains what the warning says, how the fake unblocking schemes are organized, and what a genuine compliance process for a restricted exchange account looks like in 2026.

What the FBI/IC3 warning says about "recovery" services

The Internet Crime Complaint Center (IC3), run by the FBI, published a public service announcement in August 2023 titled “Increase in Companies Falsely Claiming an Ability to Recover Funds Lost in Cryptocurrency Investment Scams”. It describes a secondary fraud: after a person has lost cryptocurrency to fraud, scams or theft, so-called recovery companies contact them, charge an up-front fee, and then either stop communicating after the deposit or demand further payments.

Two points in that warning are worth keeping in front of you. First, law enforcement does not charge victims a fee for investigating crimes — anyone who claims FBI affiliation and asks for money should be treated as highly suspicious. Second, private recovery companies cannot issue seizure orders; exchanges may restrict or freeze accounts under their internal compliance procedures or in response to applicable legal and regulatory processes.

The same logic applies to frozen exchange accounts, which is the case this site deals with: no outside party can independently override an exchange’s decision to restrict or unblock an account. Recovering stolen crypto is a different problem with a different kind of firm behind it — StarCompliance, the same company's investigation firm, publishes a checklist for verifying a crypto recovery company; this article stays with frozen accounts.

Legitimate compliance consultants should not request private keys, seed phrases or exchange passwords, and should not require custody of client funds as part of the compliance process. If a service requests any of these, the warning applies to it directly.

How fake unblocking schemes are organized

Scammers often pose as law enforcement officials, specialized attorneys or “ethical hackers”. They rely on pressure: a deadline after which the funds will supposedly be lost forever, an “administrative fee” or “network tax” that must be paid today, and vague language about insider contacts at the exchange.

Engaging with such services can add a second loss to the first one and hand over personal data that can be used against the victim later. Verify a firm's corporate identity — a legal entity you can check, a registered address, clear information about its regulatory or licensing status where applicable, and a written contract — before signing anything.

A legitimate compliance consulting model is the opposite: it is transparent about costs and about what is possible from the very beginning, and it works only with genuine documents that confirm the source of funds. It does not promise a result.

    Red flags checklist

    • The service contacted you first, often right after a public post on social media or a messenger.
    • A guaranteed result or a fixed number of days is promised before anyone has seen your documents. This is also why the timelines we publish are ranges, not dates: based on our case experience, review timelines may range from 5 to 90 days depending on the platform and complexity, while some well-prepared cases may be resolved in approximately 7–12 days. That is what our past cases looked like — not a promise about yours, and complex cases can take longer.
    • Payment is requested in full and upfront, to a personal wallet, for a “fee” or “tax” you have never heard of. Paying for work is not the same as paying for a release. A “release fee” buys a result that no outside party can independently deliver. A legitimate service charges for work it actually does — reviewing the transactions and documents, structuring the information and preparing replies to the exchange's requests — on terms agreed in a signed contract before paid work starts. With us, payment usually has two parts: a retainer before work begins, which pays for the team's work and is non-refundable, and a success fee that is charged, in accordance with the agreed contract, only after you have withdrawn the funds from your exchange account. If the account is not unblocked, there is no success fee.
    • You are asked for passwords, 2FA codes, seed phrases or access to your exchange account.
    • There is no verifiable legal entity, registered address or written contract, or the company cannot provide clear information about its regulatory or licensing status where applicable.
    • The company claims to be affiliated with the FBI, a regulator or the exchange itself. We do not claim any such affiliation or a person inside an exchange, and we do not ask for a “tax”, a “deposit” or an “exchange fee” to lift a block.

What a real compliance process looks like

A genuine process is built around the exchange's own official channel. You open the appeal or answer the compliance request yourself, from your own account, and you stay in control of the process. The consultant's job is to help work out why the account may have been restricted — the exact reason can be confirmed only by the exchange — to assemble the KYC/AML and source-of-funds documents the platform asks for in that scenario, and to help prepare each reply so that you can submit it correctly. There is no hacking and no attempt to bypass the platform.

We work under a contract, through a company registered in Dubai. Realistic timelines depend on the platform's internal procedures — the ranges from our past cases are in the red flags checklist above.

We usually reply to an enquiry quickly; the exact timing depends on the time of day. Once the exchange responds, how long it takes to prepare the next reply depends on the complexity of the case. For the documents themselves, see our guide to proving your source of funds to an exchange.

    Corporate standards and transparency

Our case experience covers 15 platforms including Binance, Bybit, OKX, Coinbase, Kraken, KuCoin, MEXC, Gate.io, Bitget and Crypto.com. Unblock.Exchange has worked in this field for more than 4 years, and over that time the team has helped to successfully complete more than 300 cases. Platform-specific procedures are described in our exchange directory — for example, for Binance and Bybit.

The financial terms are agreed before any paid work starts and set out in the contract; the first consultation is free. How the payment itself works is described in the payment red flag above.

Any service that promises you the outcome is exactly what the IC3 warning describes.

    Risks and alternatives

Resolving a restricted exchange account involves real regulatory complexity. Attempts to bypass the platform’s procedures — including duplicate accounts, forged documents or “insider” services — can lead to additional restrictions, account closure or other enforcement measures by the platform. No outcome can be guaranteed in a compliance review.

Alternative routes include a complaint to the financial regulator in the platform's jurisdiction or litigation. Proper frozen-account consulting focuses on getting that response right the first time.

    FAQ

What does the FBI/IC3 warning about "recovery" services say?

A public warning from law enforcement or financial regulators — such as the FBI/IC3 announcement of August 2023 — about companies that falsely claim they can recover cryptocurrency lost to scams, for an up-front fee.

Does the FBI or IC3 charge fees to recover stolen digital assets?

No. Law enforcement does not charge victims a fee for investigating crimes. Anyone claiming government affiliation and demanding payment for an investigation or recovery should be treated as highly suspicious and independently verified through official government channels; suspected fraud can be reported at ic3.gov.

How to verify the legitimacy of a compliance consultant in 2026?

Ask for the legal entity, its registered address and a written contract, and for clear information about its regulatory or licensing status where applicable; check what you can in public registries. A legitimate consultant should not request passwords or seed phrases and should not guarantee a specific outcome.

Can a consultant guarantee the unblocking of funds?

No. A consultant can help prepare the documents and the replies you submit, but a legitimate consultant should not promise the outcome.

What documents are required to initiate the compliance process?

Documents verifying your identity and the source of funds: bank statements, trading history, payslips or contracts, depending on how the funds were acquired. Translations or certification are needed only when the platform asks for them.

How long does it take for a cryptocurrency exchange to review a case?

Based on our case experience, cases may take approximately 5–90 days depending on the platform, complexity and circumstances; some well-prepared cases have been resolved in about 7–12 days. These figures describe our past cases, not a promise — complex cases can take longer.
